Dear Ms. MacEachern:

I am responding to your email request, sent yesterday to Mr. Jim Tee, Director of the Recreation and Sport Division.

We have provided answers to your first two questions regarding the Provincial Government’s involvement in the  Newfoundland  and Labrador Sports Centre. We have also sent your request to Dr. Pat Parfrey, Chair of the Board of Directors of the  Newfoundland  and Labrador Sports Centre. He will respond directly to you with regards to your other questions.

Question 1: Is the Newfoundland and Labrador Sports Centre in St. John’s owned and/or operated by the Government of Newfoundland and Labrador?

The  Newfoundland  and Labrador Sports Centre is a training facility for provincial and Canada Games athletes who are members of provincial sports organizations. The Sports Centre is a corporation, reporting to the Minister of Tourism, Culture and Recreation.

Question 2: Does the Department of Tourism, Culture and Recreation have any jurisdiction over the Newfoundland and Labrador Sports Centre?

Although the Provincial Government has a representative on the Board of Directors, the corporation operates at arms-length in terms of daily operations and the hiring of staff, and in partnership with Sport Newfoundland and Labrador, the Swilers Rugby Club, and the City of  St. John’s.

We hope this information adequately answers the questions you have regarding the Provincial Government’s involvement with the  Newfoundland  and Labrador Sports Centre.

Dear Mr. Tee,

I am a free lance journalist in the  Ottawa  area. I left a message on you answer machine earlier today.

I have been advised that a convicted child molester and former teacher, Raymond Gareth *Gary” Stanford, is currently in the employ of the Newfoundland & Labrador Sports Centre in St. John’s and has been working there for some time, perhaps two years. I have sent an email to Mr. Rod Snow, the Facility Manage at the centre regarding this troublesome situation and have not as yet received a reply.

I have several questions which I hope you can answer

(1) Is the Newfoundland & Labrador Sports Centre in St. John’s  owned and/or operated by the  Newfoundland  and Labrador Provincial government?

(2) Does the Department of Tourism, Culture and Recreation have any jurisdiction over the Newfoundland & Labrador Sports Centre?

(3) Are facilities such as the Newfoundland & Labrador Sports Centre which cater to all age groups including children and youth required to do criminal background checks before hiring?

(4) Are facilities such as the Newfoundland & Labrador Sports Centre which cater to all age groups including children and youth required to do Vulnerable Sector Checks before hiring?

(5) Would you please [confirm] that Mr. Stanford is indeed working at the sports centre and tell me when he was hired
