Une histoire de prêtre accusé d’agression sexuelle ébranle le diocèse de Chicoutimi. L’abbé Paul-André Harvey a été a accusé, ce jeudi, de cinq chefs de nature sexuelle. Entre 1966 et 1969 il aurait fait trois victimes, toutes les trois âgées de moins de dix ans.
Le prêtre, aujourd’hui âgé de 75 ans, fait face à deux chefs de grossière indécence et trois autres pour attentat à la pudeur.
« C’est un jour triste », a commenté l’évêque du Diocèse de Chicoutimi Mgr André Rivest lors d’un point de presse.
« Ce que je peux vous dire, c’est que l’Église du diocèse prend très au sérieux cet événement », a-t-il ajouté en précisant sa compassion à l’égard des victimes.
À la retraite
Paul-André Harvey a été ordonné prêtre en 1962. Les faits qui lui sont reprochés remontreraient à la fin des années 1960 et auraient été commis à Kénogami.
Certains gestes auraient été posés entre le 29 avril 1966 et le 28 février 1969. D’autres actes auraient eu lieu entre le 1er janvier 1967 et le 28 février 1969.
Les victimes sont aujourd’hui âgées dans le début de la cinquantaine. Le prêtre a pris sa retraite en 2002, mais le diocèse précise qu’il exerçait toujours un ministère de remplacement à l’intérieur de résidences funéraires.
Mesures imposées
Le diocèse a été mis au courant de l’enquête policière qui ciblait Paul-André Harvey, le 20 septembre 2011. Mgr Rivest rapporte avoir immédiatement pris les mesures qui s’imposaient.
Il a exigé que le prêtre cesse d’exercer son ministère, qu’il n’entre pas en contact avec les plaignantes et qu’il ne se trouve pas en présence de mineurs.
« Ça confirme qu’ici au diocèse, c’est tolérance zéro », a appuyé Mgr Rivest. Il ajoute que c’est par souci de transparence qu’il a pris cette décision.

Le principal intéressé a signé un document, le 19 octobre dernier, afin de s’engager à respecter les mesures imposées par le diocèse.
L’abbé Émilien Dumais, vicaire général au diocèse, a rencontré Paul-André Harvey lors de cette signature. « C’est quelqu’un qui était bouleversé, peiné et qui se demandait comment il allait survivre à ça », a rapporté l’abbé Dumais.
Deux autres prêtres du diocèse de Chicoutimi se sont retrouvés dans pareille situation en 1992 et 2002, rapporte Mgr Rivest.
L’Évêque du diocèse a précisé qu’un protocole d’action a été mis en place en 1994 afin de protéger les enfants de toute forme d’abus de la part des prêtres, diacres ou agents de pastorale.
