Systemic Breakdown Within CAS: White

October 21, 2008 — A Cornwall police officer says there was a systemic breakdown within the local Children's Aid Society. Acting Staff Sergeant Shawn White investigated abuse allegations involving children who were in the care of the CAS in the 1970's. He says there was a breakdown in foster homes at that time and there was a lack of policy. White told the Cornwall Public Inquiry yesterday the CAS did not go to police about sex abuse allegations. (Hear audio clip below) White says a CAS worker told him that policy has changed. Hearings continue this morning at 9:30.
