David Silmser is the city man who was offered a $32,000 settlement by the diocese after he made allegations against Father Charles Macdonald in the early 90's. Silmser signed the deal because he was told the police were finished their investigation. Charges against Father Charles Macdonald were stayed in 2002 when a judge determined the matter had taken too long to get to trial.
