Justice Not Served Says Alleged Victim

January 31, 2007 — The institutional response failed on my behalf. That from David Silmser who is telling his story at the Cornwall Public Inquiry this week. Silmser is the city man who was offered a $32,000 settlement by the Diocese after he made allegations against Father Charles Macdonald in the early 90's. Silmser says the system failed more than just him when the charges against the city priest were stayed, "when you stay charges there's a failure and it puts a community at risk for having these people walking the streets." Charges against Mr. Macdonald were stayed in 2002 when a judge ruled the matter had taken too long to get to trial.
