Simon Ruel

Simon Ruel was senior counsel on the government litigation team at the Gomery Commission (“Ad Scam”).  He is commission counsel with the Cornwall Public Inquiry.

Simon Ruel, Commission Counsel, has been counsel at the civil litigation services of the federal Department of Justice. He was a senior counsel on the litigation team that represented the government of Canada before the Commission of Inquiry into the Sponsorship Program and Advertising Activities (Gomery Commission), where he managed legal and strategic issues and prepared a number of senior public servants and ministers to give evidence before the Commission. Previously, Simon acted as counsel for the Privy Council Office and the Department of Finance in Ottawa. He also worked at the law firm Grey Casgrain in Montreal in public law and human rights litigation.

In his career, Simon has been involved in a number of major litigation files in various fields of public law and in important government initiatives, such as the development of anti-terrorism legislation.

Simon has been a member of the bar since 1995 and is perfectly fluent in French and English. For three years, he taught Civil and Commercial Evidence at the Faculty of Law of the University of Ottawa (Civil Law Section).

1. Introduction and Approval of Agenda  Bob Dawson welcomed members and thanked them for their presence. He indicated that this was the best turnout for the section meeting in some time. He also gave special thanks to Holly for her hard work and continuing assistance. There were no comments on the agenda.  

2. Approval of the Minutes of the June 2006 Meeting  Bob asked if there were any objections to the minutes. As none were made Murray Murphy of PEI made the motion to approve the minutes and Hermann Luitingh from BC moved the motion. The motion was carried.  

3. Report from the Chair  Bob reported that Simon Ruel had expressed an interest in participating on the executive. Mr. Ruel is a counsel for the Cornwall Inquiry. Bob proposed that the section appoint Simon Ruel as a member-at-large. Murray Murphy of PEI made the motion to appoint Simon Ruel as a member-at-large and Hermann Luitingh from BC moved the motion. The motion was carried.  

Action : Holly will inform Simon Ruel.

In the wake of the September 11, 2001, terrorist attacks in the United States, the Government of Canada reacted promptly to implement a series of legislative changes to strengthen the security of Canadians. Only days after the attacks, a group of dedicated specialists from various departments was formed to assess existing policies and issues related to national security and to draft Canada's response to the terrorist threat: Bill C-36.
