Potential obstruction of justice charges against former police chief Earl Landry Sr. were in a "completely different ballpark" than the 1995 sexual abuse investigation into a Roman Catholic priest, the Cornwall Public Inquiry heard Thursday.

Retired police chief Anthony Repa used that metaphor to explain why the Cornwall Police Service investigated Landry Sr. in 2000 and 2001, while asking the Ontario Provincial Police to handle the allegations against Rev. Charles MacDonald -- despite the fact the service was being sued in both cases.

"Had any of (my officers) come to me and said, 'I am uncomfortable with investigating (Landry Sr.),' it would have gone to another police service," Repa testified.

The CPS began investigating Landry Sr. after being sued by a man known at the inquiry as C-53.

C-53 went to police in 1985 with allegations he had been sexually abused by Landry Sr.'s son, Earl Landry Jr.

The force didn't charge Landry Jr. in 1985, and closed the case after Landry Sr. -- who had retired the year before -- told new chief Claude Shaver his son would not be taking a polygraph.

More complainants came forward over the next decade, and after the CPS reopened their investigation, Landry Jr. confessed in 1997 to sexually abusing five boys. C-53's lawsuit claimed Landry Jr. got off 12years earlier because of his father's influence.

Dallas Lee, an attorney for The Victims Group, suggested Repa's decision not to get another force to investigate Landry Sr. didn't fit with his actions in 1995, when he went to the OPP after John MacDonald came forward.

When John MacDonald testified at the inquiry in December 2006, he said Charles MacDonald had sexually abused him on multiple occasions, including once on a weekend retreat north of Cornwall and another time in the priest's car.

"The distinction between . . . these cases is that when it's a former CPS officer, you want control of it," Lee told Repa.

"And when it's a priest that you don't know anything about, the OPP can have it."

Repa disagreed, saying the OPP had already begun to investigate Charles MacDonald when John MacDonald made his allegations.

Some of John MacDonald's claims would have happened outside CPS jurisdiction, and there was a very different "history" between the two cases, he added.

Charles MacDonald was under investigation for 10 months in 1992 and 1993 by the CPS for allegedly abusing another man, David Silmser.

Silmser named the CPS in a lawsuit after a copy of his statement was leaked to the media.

"I think it's a completely different ballpark," said Repa, comparing the two.

Repa told Lee that although he felt C-53's lawsuit was "fluff," he acted responsibly in launching the investigation.

But based on the force's actions, Lee said there was a risk the public could conclude Cornwall police officers received an "unusual benefit of the doubt" if they were being accused of crimes.

"I can appreciate and understand the perception of whatever people want it to be, sir," Repa replied. "I understand what you're saying - that's not the way it was."

Although the OPP eventually laid charges against Charles MacDonald, they were stayed in 2002 after a judge ruled they had taken too long to come to trial. The now-retired priest has always maintained his innocence.

Landry Sr. was never charged with obstruction. He died in 2007.

Repa was the 18th and likely the final CPS witness to testify at the inquiry, which is probing how institutions handled historical sexual abuse allegations.

Comm. Normand Glaude announced Monday he would rule this week on whether one last CPS witness, Ron Lefebvre, would be excused from testifying for medical reasons. One of the investigations Lefebvre led was the 1985 Landry Jr. case.

Regardless of Glaude's decision, the inquiry is scheduled to resume today with testimony from Rev. Denis Vaillancourt, the first institutional witness for the Alexandria- Cornwall Roman Catholic Diocese.

Doesn't anyone find it rather interesting that the first 6 posts were ALL done exactly 3 hours ago and even though I didn't comment on it, I just sat back and watched Post #1 go up and almost immediately Post #2 from "2Faced" was written and this banter between StPeter-47 and 2Faced happened almost one right after another as if one person was sitting there reading the post as it was posted and before it was posted. And what paper did you say you didn't work for there 2Faced and I thank StPeter-47 for bringing THAT to our attention. Gee, I wonder if anyone at the RAG knows anything about "freedom of the press" or does that only apply to you clowns so you can delete, censor, lie and deceive us all. I talked with the "Big Guy" and he told me that he was a little busy and that he'd appreciate it if I did both jobs. Keeper of the "pearly gates" up there and keeper of the truth that this rag knows little about. Anyway, good old Lucifer and I had a chat and both he and his pitch-fork are ready when the time comes to really "fork" those that deserve it and I really don't know if he has enough room for around half the city of CornHole (to borrow a quote!). all i have to say about the reporters who are reporting whats being said down at the inquirey.i have brought my complaints to the inquirey and to the two reporters that have been covering testimonys.its been a year since the reporter mislead the public on my testimony yous chose to forget about it but i have not.i will now go with my second option.which were given to me last year.mr.englemans option has found deaf ears.i will now proceed with mr.lee,s option.thankyou marc latour{ps.you do nobody any justice with these kind of mistakes]

From my perspective regarding this matter, I would suggest no further disclosures by anyone about this matter online. However, I also believe, all contributors have their right to do as they wish.

I urge anyone intending to file a “complaint”, as implied by some contributors, to avoid replying to questions such as the one posed in “post#22” of the June 27, 2008 article,
i.e.: “what were we misled about?”

I urge contributors who intend to file complaints, to review “articles” and “comments” over the past several months, including comments where contributors have expressed fear and written, 1-“they” know who we are, 2-admission by at least one contributor, they knew who other contributors were (this in a world of billions and access to the internet),
3-attempts by some contributors, “the regular ones” to dispel thoughts of “conspiracy” (their words) and rationalize “concern”, with “cyber glitch”, type justifications.

Or, if you have noticed some regular contributors, who no longer contribute; note them, with their last comments.

IF you have already recorded this over the past several months, good, if not, it can be retrieved easily. Also, one way to retrieve information is to contact an “I.T.”, specialist or other professional, at your local college, university or private sector business, for free advice and/or referral.

As has unfolded in many “articles” posted, it is my opinion “post#22”, has nothing to do with commenting on the “story”, but rather, attempts to “interrogate” contributors, control, influence and even, intimidate some contributors.

Subsequent to my initial review, inquiry and consultation regarding this matter and related matters, I have been advised, this issue generated enough concern, that it requires further investigation.

I urge contributors to be careful.

For me, this is simply another “log, thrown onto the pile”. I have nothing to fear and nothing to hide.Unfortunate, isn’t it, “the lengths people have gone. Desperate people, places and things, will take desperate measures.” Be calm people, but careful.

I am a retired old fart that get angry sometimes at the bashing about Cornwall..The other site that I have referances has a wealth of information but my opinion is that is way far one sided (my opinion)I would love to see more "2 sides 2 a story" no pun intended..When it comes to hacking or back doors??? Not only that, those two idiots haven't figured out that anyone who suffers from PTSD or Depression or both would make a mockery of courts time especially when those illnesses go back years. They also still haven't figured out that even with medicine and medical help, they're still screwed and find me a judge who would even listen to those two clowns unless it's the Freeloader being pressured and it was the Freeloader who ALONE allowed it all to happen. Nice going and say a few good words to the "Big Guy" for me will you. By the way, did you notice your good "Bud" itinierant babbled on about how he was responsible for getting Armegedon kicked out because he wrote in or phoned in or just talked to his boss and "boom" Armegedon's out on his ANUS! So now that we have figured out who some of the bad guys are who I would allude DO HAVE CONNECTIONS with the rag as itinerant let the cat out of the bag and 2Faced did as well. Most on this thread have that figured out but, I'll find a way to check out a whole bunch of things, sorta "under the table" you might say, as I know a bunch of people who do know a LOT about the workings of computers, back doors, DOS,s, worms, trojans and who knows what else CornHole has up their sleeves as it's their own citizens who know this stuff! By the way, there is absolutely NOTHING SUSPICIOUS AT ALL about the announcement made by Glaude in regards to Lefebvre and I quote:*****"Comm. Normand Glaude announced Monday he would rule this week on whether one last CPS witness, Ron Lefebvre, would be excused from testifying for medical reasons"*****. One of the investigations Lefebvre led was the 1985 Landry Jr. case." I betcha most of those involved in the alleged sexual abuse of kids could use the same excuse for almost anything and yet the victims who really do have medical reasons don't get the same considerations. If this exemption happens, they might as well just sh*t-can this whole Inquiry as if they shouldn't have done so already. God, the poor kids and then this, is there NO MERCY for these kids or is everybody out to cover their asses and the hell with the victims. Flush CornHole down the biggest sh*tter in the world, the St. Lawrence River but I'd hate to be responsible for the deaths of lake trout, salmon, bows and named after CornHole, those fish called SUCKERS!!!!
