Cornwall Public Inquiry

22 April 2008

Louise Quinn

Former secretary with the Ministry of Correctional Services in the Cornwall Probation and Parole office.  For most of the years from 1974 to 1995 Quinn was an employee at the office.  In 1995 she became a parole officer in Ottawa.

Louise Quinn was previously married to Mike Quinn, an officer with Cornwall Police service.  Prior to their divorce in the mid 90s the Quinns were good friends of Perry and Helen Dunlop.

Quinn worked in the office with convicted paedophile Nelson Barque and “alleged” paedophile Ken Seguin.  She was an employee in 1982 when Correctional Services agreed that Barque could resign and no further action would be taken against him. (Following a complaint Barque had admitted sexual activity with probationers. )

Louise Quinn testified at the Cornwall Public Inquiry 06 December 2007.
