Questions About the Mandate

1. Why does the mandate talk of allegations of  "physical abuse" instead of "sexual abuse"? 

2. Why is there not mention whatever of  "sex" or "sexual," in a mandate which is presumably 
crafted to address allegations of sexual abuse?

3. Why does the mandate specify "historical abuse"? 

            a) What is the definition of historical abuse?

            b) Does this negate inquiry of non-historical sexual abuse?

            c) Are the sex abuse allegations against Leduc considered historical?

4. Why is there no mention of allegations of cover-up?

           a) Does this negate inquiry into clear cut cases of obstruction of justice?

           b) Does this negate any inquiry into allegations of cover-up?


5. Why is there no mention of allegations of pedophile ring?

          a) Does this negate connecting the dots which allegedly link members of a 
              paedophile ring to members of the legal profession, law enforcement 
              agencies, correctional services and the diocese who allegedly executed a 
              cover-up?  If yes, why?

           b) Does this negate any inquiry into allegations of a paedophile ring?

6. Is Project Truth part of "the justice system," a "public institution," or part of 
"other public and community sectors"? If yes, which? If no, why is there no mention 
of Project Truth? 

           a) Does this negate inquiry into the specific role played by the Project Truth probe?

7. Is "the Church" part of "the justice system," a "public institution," or part of "other public 
and community sectors"? If yes, which? If no, why is there no mention of the Church or the 
Diocese of Alexandria-Cornwall? 

           a)Does this negate inquiry into the "the Church" (read the diocese of Alexandria-Cornwall)?

8. Does the wording of the mandate permit inquiry into the role played by the judiciary?  If not,
 why not?

9.  Does the wording of the mandate permit inquiry into the role played by the offices of the 
Attorney General and Solictior? If not, why not?

10. Why does the mandate focus on "healing" vs digging out and exposing the truth?
