Cornwall Public Inquiry

Shelley Price

Allegations of ritual sexual abuse.

In the 70s David and Shelley Price  first reported allegations of 'clan' activity to then MPP John Cleary.  It was apparently old news to him.

In the late 90s Shelley reported her allegations of childhood ritual sexual abuse to Project Truth.  Project Truth decided it was not within their mandate and turned the allegations over to the Cornwall Police Service.  Shelley’s husband David was told Project Truth was for men and boys only.

For various reasons Shelley and David had no faith in the CPS.  They asked CPS that Constable Perry Dunlop be assigned to investigate.  Request denied.  The Prices were directed to contact either Inspector Rick Trew or S/Sgt Luc Brunet.  The Prices declined.

Shelley Price's allegations were mentioned only in passing at the Cornwall Public Inquiry.

18 May 1999:  Ontario Deputy Solicitor General John E. Fleming to David Price. Fleming advises David that the Solicitor General can not get involved and is unable to comment. He suggest David continue discussions with CPS Chief Repa.  He also suggests David may want to file a written complaint with the Ontario Civil Commission on Police Services in Toronto.

15 March 1999:  David Price to Ontario Solicitor General Robert Runciman. David decries the treatment of victims and asks that Constable Perry Dunlop be given a major role in any futrue investigations.

10 March 1999:  David Price to Chief Anthony Repa. David writes that he and Shelley were crushed when they learned the investigation had been turned over to CPS.  David thought Project Truth would deal with cases of ritualistic abuse but was told it was dealing with men and boys only. David relates that he and Shelley asked CPS Sgt. Carter that Constable Perry Dunlop be assigned to investigate as he was the only CPS officer Shelley would talk to. The request was denied.

21 September 1998: Cornwall Police Service Chief Anthony Repa to Dave Price.  Repa indicates Project Truth officer has turned the file over CPS.  Repa indicates he is aware of the Price's concerns about CPS and assures them that CPS sexual assault investigators are experienced and trained and that no one on the SACA team was with CPS when "the incidents" occurred.
