Former Cornwall cop Perry Dunlop could be slammed in the final report issued by the commissioner of the Cornwall Public Inquiry.

A document obtained Tuesday by the Standard-Freeholder shows that Dunlop - whose investigations into a suspected ring of pedophiles in the 1990s helped spark the multi-million dollar judicial probe - was served a "notice of alleged misconduct" by commission lawyers in April.

The confidential notice outlines eight areas of Dunlop's police work in which the inquiry is considering delivering findings of misconduct.

It was met with angry resolve by Dunlop's wife, Helen.

"The games are continuing. The harassment is continuing. The coercion is continuing," she said from the family's B.C. home.

Dunlop is currently serving a six-month jail sentence on contempt charges for refusing to testify at the inquiry.

He has repeatedly said he has no faith in the justice system's ability to unearth the truth.

"We're not changing (our position)," Helen said. "We're standing our ground."

The notice was issued under subsection 5(2) of the Public Inquiries Act, which states that no person can be found to be at fault unless they were fully advised of the allegations and given a chance to testify.

"Mr. Dunlop's been given every opportunity to come here and tell his side of the story, with the assistance of counsel," said Peter Engelmann, the inquiry's top lawyer.

"And we still welcome him."

Many of the allegations in the two-page document concern potential breaches of the Cornwall Police Service's policies, including that Dunlop:

investigated criminal conduct without the knowledge or authorization of his superiors;

handed over statements of abuse victims and witnesses to third parties;

communicated with witnesses in on-going criminal investigations; and,

disobeyed an order not to speak to the media.

The notices are only allegations, not findings of fault, said Engelmann. They will be given to all parties who may eventually make their way into Comm. Normand Glaude's final report, expected sometime next year, he said.

Engelmann would not say how many other people or institutions have received the confidential notices.

Dunlop is often credited with shining the spotlight on decades of sexual abuse allegations in the Cornwall area.

In 1993, he hand-delivered a statement by David Silmser to the Children's Aid Society after his force decided not to lay charges against Silmser's alleged abusers - one of whom was Roman Catholic priest Charles MacDonald.

Dunlop's subsequent off-hours investigations into claims that a pedophile ring was operating in the Cornwall area helped spark Project Truth, a four-year OPP probe that laid 115 charges against 15 men.

Only one man was ever convicted during the investigation.

The notice of alleged misconduct appeared Tuesday on a blog written by ardent Dunlop supporter Sylvia MacEachern.

MacEachern said that given the inquiry's mandate, it was "no surprise" the inquiry would be considering misconduct against Dunlop.

"Just the fact that they issued it spoke volumes," she said. "Are they speaking about (MacDonald) in those terms?"

MacDonald was later charged by the OPP in 1996 with a number of sex crimes against young men.

The charges were dropped in 2002 after a judge decided they'd taken too long to come to trial.

Engelmann said the "vast majority" of people following the inquiry - which is examining how institutions like the city police and the CAS responded to historical abuse allegations - know it was never set up to find anyone criminally responsible.

"What's troubling is the question's still being asked, two years into this," he said.

IN fact, so are the following words, ”They’re not findings of misconduct,” said the Inquiry’s lead counsel, Peter Engelmann, who refused further comment. “They’re notices of alleged misconduct.” YET, “The Canadian Press”, Canada’s only “news gatherer”, elects to run with these “allegations” and “sell the story” to “news presenters
i.e. newspapers, television news, etc., around the world. Brutal, just brutal!!

Does anyone see this attempt to influence public opinion a little strange?

How did “CP” get the information?

“Alleged” and Without Prejudice” are “cover-your butt” words.

When used, “Without Prejudice” means that everything written or said is basically UNOFFICIAL, up to interpretation, requiring further confirmation, NOT FINAL, must be modified, clarified, changed, elaborated upon, and mostly, only “alleged”. “Alleged” means, “a statement of an issue someone is prepared to prove but not yet proven.” YET “CP” ran with the so-called story.

I assert Mr. Engelmann MUST be compelled to “prove” his “allegation” which somehow leaked, into the paws of the “lapdog” mainstream news media.

“Without Prejudice” is commonly used to indicate that an issue is NOT final, whereas, “With Prejudice” is commonly used to indicate that an issue is “final and over”.IT IS MY OPINION; as far as the “alleged misconduct” in this context, being, “alleged”, and “without prejudice”; this “desperate act” is being used solely as an additional “weapon” to “lull, intimidate, provoke, manipulate, harass, frighten, influence, coerce, etc., someone (Perry Dunlop) into doing something the “writer or speaker” (Peter Engelmann) wants them to do.The naïve and/or ignorant public and the “lapdog” mainstream news media, of course, have NO IDEA or are “complicit” and simply “suppose” or “represent” that the “authorities” know what they are doing and the “authorities” MUST be right…..so…”we the public” MUST therefore, dislike Perry Dunlop, because he MUST be a “bad man”…..GET THE PICTURE?

THIS is ALL an “ACT”, within the “Play”. This is very difficult for the “average Joe” to understand and accept. HOWEVER, it is legal, nothing official has been declared.
BUT, people, “in-the-know” just move-on to the next step without losing a “wink of sleep.” Just another “maneuver” to coerce Perry through public opinion and the “lapdog news media”.

FINALLY: The Inquiry has been a total, undisputable and very costly, disgrace. Commissioner Glaude et al MUST “save-face”, therefore, Perry MUST be made to look responsible for everything, “including Global warming”. Desperate Acts by a desperate Ontario Justice system.

GentsI am not siding with this inquiry but I do have to ask is, what solution do you propose? What else are you willing to do other then ***? The people of Cornwall know what is happening and are fully aware that the system has failed. They also know that grouping everyone in a common profile accompanied with arrogant incessant ***ing and character assination will solve nothing. What you are doing as, I mentioned yesterday (but was edited out), is playing into Ospreys ability to stir the masses. Osprey and most of North American media are in the same realm as Dr. Paul Joseph Goebbels Public Enlightenment and Propaganda in Germany from 1933 to 1945. They are zealous, energetic oratory and virulent toward the negative as it sells news papers and confuses the masses.

itinerant,I agree with you first 5 lines...armagedon,i am so glad you have no time to blog anymore in this forum..Leave our problems to ourselves in CORNWALL..you look after yours..and good luck...And for your information I was at the town hall meeting last week..plus I got 11 pages of signatures in support for Perry years ago,Plus I have raised two children and protected them from all evils..This whole mess boils down to Parents/Gaurdians..

Excuse me but I do believe the whole mess boils down to a very very corrupted police service and crown service in Cornwall. BTW - what is happening in Cornwall affects every child, adult, tax payer in this country. If a citizen cannot make a formal complaint about police services ANYWHERE in this country without that complaint being so manipulated - so twisted - so maligned then you know something - we as a democratic country do have a serious problem and it affects us ALL!!!! The Public Complaint system against Police Services does not work in this province and the Cornwall situation proves it!!!

Just because it did not happen to our children yet does not mean that it could not happen in the future. But to hang a man out to dry for making the media aware of the pedophiles in this town is just simply wrong. Yes I am a little of pessimist about the laws protecting the children. The laws were made to be played with to be able to let guilty people off and to keep innocent people who cannot afford the same type of lawyer in jail.

I opt to blame the pedophiles. Not all of us in Cornwall have our heads in the sand and believe that all the accused were innocent just because they were in the church or part of the probation system or even the justice system.

RealityChecker,thanks for the reply..I agree with your comments..Cornwall is under the spotlight, and I believe every city has the same situation..I still believe it starts at home with good coaching and teaching..If we all followed the law of our land why would we need POLICE...I haved lived in Cornwall for 51 years and have yet to talk to the police..Lucky me I guess..

The true hero's are the alledged victoms who told about there past at the Weave shed..WHAT value to his family is Perry getting..His girls are going crazy that Dad's not there for them..This Perry will never be able to replace.Its easy for everyone to say hold your ground Perry but who has the most to lose...What about his grand Mom?? The kids..his job..Get to the weave shed and answer one question slowly at a time..Just like the victoms have done..rick

My recommendation to the Inquiry is make it law specifically aimed at police agencies that if someone complains about a sex assault by someone in a position of power 1) First of all take it seriously

2) They have to report it to CAS no matter what, that way a record can be kept on that person that was accused

3) Keep a data base on all reports of children being molested by anyone no matter how high up in the community that they are

4) Force the courts to make pedophile cases a priority that way the guilty do not get off because of a technicality

Me personally I think Perry and his family have put enough of themselves out on the line. How about force the bishop Larocque to testify or even the ex police chief Shaver. and no excuses for not being able to testify jail them for contempt and jail their doctors for contempt for hewlping them to avoiud testifying. How's that for a solution!

If you are a pedo you should be on a photo list so all can see. Repeat offenders and they have released them, there where abouts should be public knowledge. Never mind their rights as they show or have shown none for those they violated.
