Parisien facing obstruction charge

Local News - CORNWALL — A member of The Victims Group has been charged with obstructing justice a month and a half after he allegedly advised a witness at the Cornwall Public Inquiry to lie during testimony. 

Steve Parisien was arrested and charged by Kingston police on Jan. 18, said the city's deputy police chief Bob Napier. 

He will be appearing in court on Feb. 19. 

The charge stems from testimony given by Albert Roy at the inquiry on Dec. 12. Roy said Parisien offered him advice on how he could handle questions put to him concerning former city cop Perry Dunlop, including having "memory lapses" about their contact.

Kingston officers handled the investigation because of the Cornwall force's involvement with the inquiry, said Napier.

"I know in Ontario (different forces) do investigations for each other all the time," said Napier. "It's not every day, but it's not unusual."

Obstructing Justice Charge Laid After Public Inquiry Allegation

February 06, 2007 — A charge of obstructing justice has been levelled against a Cornwall man who was accused of inappropriate communication with a witness at the Cornwall Public Inquiry. Kingston police have charged Steve Parisien with obstructing justice after a witness, Albert Roy, alleged Parisien told him he could "plead the fifth" when it came to testimony surrounding Perry Dunlop, the former police officer who first brought allegations of abuse to light. Later, in an interview with the AM 1220 News Centre, Mr. Parisien maintained it was a miscommunication between himself and Mr. Roy. Parisien's lawyer refused to comment on the charge today to the AM 1220 News Centre. His first court appearance will be February 19th. Kingston police handled the investigation due to the Cornwall Police Service's involvement at the Inquiry.
