Eugene Larocque 

(Eugene Philippe Larocque) 

Eugene Larocque, formerly of the Roman Catholic Diocese of

London, Ontario, served as Bishop of the Roman Catholic

Diocese of Alexandria-Cornwall  from 1974 to 2002.

 

Larocque was bishop at the time of the now infmaous $32,000

pay-off of David Silmser.  Several individuals allege they have

seen Larocque in the company of and at the home or cottage

of several alleged paedophiles.  Ron Leroux alleges he was

sexually abused as a child by Larocque.  More recently

Larocque was sued by Adrian St. Louis who alleges he

was sexually abused as a teenager by the bishop.

1965-1968:

 

Dean of Christ the King College, an affiliate of St. Peter’s Seminary, London, Ontario.

 

 

Late 60s:

 

-  joint purchase of a cottage “Quam Bonum” on Big Rideau Lake (approximately 300 miles from London and 45 minute drive from Kingston, Ontario).  The cottage, which was purchased with a group of priests from the London diocese, was sold in 1998. (the cottage was actually initially a two story home which burnt down.  After the fire the group built the current bungalow/cottage)

 

 03 September 1974: 

 consecrated bishop at St. Anne’s parish, Tecumseh, Ontario, by Bishop Emmett Carter, (co-consecrators Archbishops Jean-Marie Fortier of Sherbrooke Quebec and Philip Pocock, Toronto.)

15 September 1974:

 

- installed as the sixth Bishop of the Diocese of Alexandria at St. Finnan’s Cathedral, Alexandria.

 

17 September 1976:   

 

Diocese of Alexandria renamed Diocese of Alexandria-Cornwall and La Nativite church in Cornwall raised to rank of Co-Cathedral. 

 

1977:

 

State chaplain for the Knights of Columbus of Ontario

 

1977:

 

First Chairman of the Liason Committee between the Canadian Jewish Congress, the Canadian Council of Churches and the Canadian Conference of Catholic Bishops.

 

1979: 

 

Bishop “ponens” for the Knights of Columbus in Canada

 

1986:

 

Father Gilles Deslaurier charged after parents of molested boy discover Larocque has not kept promise to keep Deslaurier away from children.

 

1986:

 

Father Gilles Deslaurier charged. Convicted.

 

1990 -1992:

 

Vice-President Ontario Conference of Catholic Bishops (assistant secretary Msgr. Rejean Lebrun)

the Cornwall sex abuse scandal starts to erupt with word that an "alleged" victim of clerical sexual abuse was paid off and illegallly gagged.

retired to Diocese of London, Ontario

 sex abuse lawsuit launched against Larocque

The harbouring and/or protection of clerical sexual predator Father Carl Stone by Bishops Brodeur and Larocque, and also by the Bishop of Ogdensberg, N.Y., and the superior of the Montfort Fathers and the Bishop of Albany, N.Y.

 08 December 1981: Bishop Larocque to Father Carl Stone appointing Stone as chaplain of St. Joseph's Villa and requesting Stone also provide chaplaincy services at Mount Carmel House, a centre to treat those with alcohol problems.  

14 June 1982: Bishop Larocque "To Whom it May Concern" (According to his testimony Larocque sent this letter on the advice of someone from the department of Immigration in Cornwall.  There is no response to the letter on file.)  

12 October 1982: Bishop Larocque letter to Ed Lumley requesting special consideration re Stones Canadian  landed immigrant status.  (Lumley was a local Liberal MP and Minister of State in the Pierre Elliott Trudeau government)

20 January 1983: Lloyd Axworthy MP to Eugene Larocque references meeting and agreement to issue Ministers Permit with conditions

25 January 1983: Larocque letter to Lloyd Axworthy. Larocque accepts Axworthy intervention and conditions.  (Axworthy was Liberal MP for Winnnipeg North Centre and Minister of Immigration in the Pierre Elliott Trudeau government.)

12 February 1985: Cornwall Immigration officer Fern Lebrun letter to Carl Stone referencing Ministers Permit of January 1985 and advising that further extensions will probably not be approved.  Stone must leave Canada by 24 January 1986.  Copies to, among others, Larocque, Father Gary Ostler and probation officer Ken Seguin. (An election in the Fall of 1984 saw a change of government.  The Liberals  were voted out and the Brian Mulroney Progressive Conservative government was in power. Flora MacDonald was minister of Immigration .  It seems she must have given approval to the 1985 Minister's Permit but for whatever reason was reluctant to do so again.)  

02 April 1985: Larocque to Fern Lebrun advising he, Larocque, will undertake every measure possible to see that Stone can stay. (The letter was copied to Stone and the Honourable Flora MacDonald  ) 

09 June 1985 (Sunday): Sister Dolores Kane to Larocque re her disappointment with  Larocque's response to her telephone call on Friday, and reiterating her concerns re Father Carl Stone   (It would seem that Sister had personally met with Larocque to discuss her concerns about Father Carl Stone's activities on Wednesday 05 June 1985.  Larocque it seems called Sister on Friday 07 June at which time the "Friday" referenced by Sr. Kane would have been Friday 07 June and that .

Larocque doesn't know if there was another meet or a phone call to explain his handwritten notes on the letter.  According to testimony the notes read: "seen at - frequenting St. Hubert Restaurant with young men." "Lanielle," "17 to 19 years old appearance of homo using side door," "Twice nude in front of young girl," "Going on for 1 year - more blatant in past 6 months")

(?) June 1985: Bishop Larocque letter to Father Stone stripping him of his faculties and ordering him to leave the Villa and Canada as soon as possible June 1983  (The letter is undated. It seems that Larocque was not going to take action until Sr. Kane's letter of 09 June '86 arrived on his desk.)

10 June 1985 (Monday): Father Carl Stone letter of resignation to Sister D. Kane - copied to Larocque     (Immediate action now.  No mention here that Stone was told to get out. The letter implies a simple and routine resignation.)

21 June 1985 (Friday): Larocque to Fern Lebrun advising that Father Stone has resigned and returned to NY state - and that it is therefore no longer necessary to pursue the matter of Stone staying in Canada beyond January 1986   (No mention that Larocue told Stone to get out. No indication that Stone was caught again, and certainly no indication that Larocque failed to uphold his end of the Axworthy bargain!)
