Inquiry Witness Fails To Share All Misconduct Allegations-Lee

 October 11, 2008 — A former Children's Aid Society worker may have neglected to share what some may call important information. Bryan Keough tesified at the Cornwall Public Inquiry yesterday about his 20 year career with the C-A-S. Keough had to testify in a trial of a foster child's natural father. Victims Group lawyer Dallas Lee went over some of that testimony, suggesting Keough only told the court about some misconduct allegations. (Hear audio clip below) Keough testified about C-75 earlier this week---a teenager who he tied to a bed for running away. C-75's actual name is protected by a publication ban. Hearings resume Tuesday afternoon.

“…were you aware of any complaints about your conduct?” 

Answer: “Only at the point of my departure, after I had resigned.” 

You neglected to mention C-75 there as well; didn’t you? 

MR. KEOUGH: Yes, I did.  

MR. LEE: And I believe the question was any complaints about your conduct, I think C-14 would fall in there too; wouldn’t he? 

MR. KEOUGH: Yes, it would. 

MR. LEE: Do you have any explanation for why you would have given that answer, sir?

MR. KEOUGH: No, I don’t.] 
Foster Child Was Tied To A Bed: Keough

October 10, 2008 — It appears a former Children's Aid Society worker took extreme measures to deal with a teenaged runaway. Bryan Keough told the Cornwall Public Inquiry yesterday he went to the Long Sault OPP station in 1976 to pick up a 15-year-old girl. He says he asked her to undress and put on a robe before tying her to a bed in a foster home. Documents suggest the teen was tied up for six hours and her hands were sore and swollen. Keough appeared emotional as he talked about what he called an error in judgement. Keough says he was reprimanded immediately and he apologized to the girl later that day. Meanwhile, Keough faced sexual abuse allegations by a former foster child but was never charged. He says the allegations were traumatic.
