The actions of former Cornwall cop Perry Dunlop and one-time MPP Garry Guzzo were put under the microscope as the lengthy cross-examination of a retired Ontario Provincial Police officer ursday at the Cornwall Public Inquiry.

 

Yesterday was Det. Insp. Pat Hall's eighth full day on the stand at the inquiry, which is probing how institutions like the OPP responded to allegations of historical sexual abuse.

 

In 1999, Hall took over the reins of Project Truth, a four-year investigation into rumours a clan of pedophiles had been preying upon children in the Cornwall area.

 

Project Truth's mandate came almost entirely from a series of allegations and statements Dunlop forwarded in 1996 to current OPP commissioner Julian Fantino, who at the time was the chief of the London, Ont. police force.

 

One of the alleged pedophiles named in the so-called "Fantino brief " was Rev. Charles MacDonald, a former priest at St. Columban's Church in Cornwall who had been charged that same year with sexually abusing children.

 

Those charges were never proven in court.

 

Yesterday, MacDonald's lawyer, Michael Neville, grilled Hall on the circumstances that led to a 1999 Ottawa Sun article based on a signed "receipt" Hall gave to the Dunlops in July 1998.

 

The receipt showed that on July 31, 1998, Dunlop had turned an additional four binders containing allegations to Project Truth - binders which had been delivered to the Ministry of the Attorney General and the Ontario Civilian Commission on Police Services in 1997.

 

Hall acknowledged in the receipt that the OPP "never received the full package" delivered to those agencies.

 

Near the end of the Sun article, Dunlop's wife Helen was quoted as being "absolutely stunned" when she learned Project Truth didn't have the binders.

 

But Neville suggested yesterday that long before the article was printed, Hall had made it clear to the Dunlops that the binders contained "nothing significantly new" compared to the material in the Fantino brief.

 

"I suggest to you, inspector," Neville told Hall, "that (Helen Dunlop's quote) is a complete, utter, bald-faced misrepresentation of what the document represented and what the Dunlops themselves knew."

 

"I wouldn't disagree with you," Hall said.

 

Neville also accused the reporter, Jacki Leroux, of being "in effect the media spokesperson for the Dunlops."

 

"Yes, she (had) a close relationship (with them)," Hall said.

 

Also quoted in the article was Guzzo, a former judge and Ottawa-area MPP who was both a strong believer in the pedophile ring claims and a passionate advocate for the inquiry.

 

Guzzo would later claim he had registration slips from a Florida motel showing a number of people who were allegedly part of the clan stayed there - including Eugene LaRocque, the former bishop of the Alexandria-Cornwall Roman Catholic Diocese.

 

Yesterday, the lawyer for the diocese, David Sherriff-Scott, vowed to "lay the registration slip business to rest."

 

Sherriff-Scott entered into evidence the slips that the motel's owners provided to Project Truth, after Hall gave them a list containing the names of the members of the alleged ring.

 

 "You never got, you never saw, and you have never had a registration slip with the name of my client, Bishop Eugene LaRocque," said Sherriff-Scott.

"Nope," said Hall.

"Or for that matter, any other member of the diocese?" asked the lawyer.

 

"Correct," said Hall.

 Project Truth ultimately found no evidence to substantiate the pedophile ring rumours.

The inquiry resumes Monday at 9:30 a. m.

Well, lawyer and former judge that he is Guzzo lied and lied and lied. He lied about what Pat Hall said to him here. He lied about what Pat Hall said to him there. He just plain lied at every turn. Carson Chisholm too. Another liar. Just a good for nothing bottom crawling liar.

yes? but you forgot to add/ There are and never were any {true] sexual abused victims at the hands of these alleged abusers. Victims are liars nothing but bottom crawling liers who have ruined the reputions of many outstanding citzens in our city.The accused were all found innocent in our courts of law{i think thats what happened}.You victims of alfred training school for boys doesn,t this sound familer.Doesn,t Pat Macain sound like perry dunlop.Interesting

oh by the way /for the citzens of cornwall who never heard of mr.pat macain.he was the person responisible for bring out the evils at this reform school for boys.

Yes and he was demonized also for doing that because no way could these good brothers of the order ever do anything like that to a child. They were a pack of pedophiles preying on helpless children.

 I don't think any of us are stating it never happened, just that in quite a few situations Dunlop and associates manipulated truths hoping for a means to an end. Not unlike some of the bloggers and potential victims.  If either of you could answer, how can you prove abuse as claimed in this situation? It apparently happened over 30 yrs ago. Claiming fowl is only justification to a trial, you need evidence proof for a conviction

its hard to belivie! mr.guzo a past lawyer a past judge.did not have what he said he had at the time.but only what perry dunlop told him or gave him.mr.guzo is not a stupid man he would not speak up in the house like he did if he only had hear say or what perry dunlop said to him or gave him.no sir not a judge.

if the criminal cases that were tossed all because of dunlop.and the police and crowns new this and didn,t stop dunlop or arrested him that surely would of stopped him.well i think now the victims should civil sue the police and crowns for not arresting dunlop who was interfiring in the cases like they are saying he did.they are admitting they did not do there jobs.why should the victims looking for justice suffer.dont you agree.what do you think itinerant or 2sides

The point im trying to make is.Police are saying and crowns were saying and lawyers are saying that perry dunlop from the start was interfering in there police work and the crown attornays job to bring the accused to a fair trial.There on the stand saying this and at the same time admitting i would suggest, that all they had to do was arrest perry dunlop way before begining the trials of mr.leduc and father mcdonald.then let the trials go throught the right process with know interference from dunlop.im only suggesting that the victims could sue the police and crowns office for letting this happen not arresting perry dunlop way back then.GET IT NOW!!! WHAT DO YOU THINK

Since they didn,t and truely it was there job to arrest Dunlop back then, if in deed he was interferring with the investagations and court proceeding {and to me thats a big if}.Like Pat Hall and some others are suggesting at this inquirey.By what Pat Hall and others are saying about Perrys wrong doing, and then siting idily bye and doing nothing about it.Because Pat Hall says nobody tells Perry Dunlop what to do.HA HA sorry had to laugh .IM only suggesting there opening the door for the victims involved to sue the police and crown for maybe neglect of duty. People are charged everyday for breaking the law.Let me use mr.steve parisiens case for an example police layed charges against his 2 perpertraters which happened against him many many years ago.Steve Parisiens evidence to me was very weak,put the charges went to court.BINGO A TRIAL {JUSTICE FOR ALL THE COMPLAINT AND THE ACCUSED} The trial judge, heard all evidince and he render his verdic.BOTH sides had there time to be heard.This is why we have a justice system in place in this country.How could mr leduc or father charles mcdonald still plead innocent when they allowed there only way to prove there innocents in a court of law be dismissed this way.IN mr.Steve Parisian case JUSTICE SERVED even if the judges decision went the other way Justice would have been served

Technical dropping of charges does not make a man innocent it just makes the justice system look like they do not know what they are doing. All lawyers have to do and they are experts at this is delay delay delay until all time constraints are doen and over with then apply to have charges stayed or dropped because their trial was not conducted in a timely manner. That does not make the accused innocent far from it.

And on the other hand it doesn,t give the accused a fair chance to prove there innocents, like they say they are.If i was accused of a crime this bad and i was innocent of these charges i would demand the trial proceed and order my lawyers to continue.

I find it strange why are the lawyers using this inquirey to try and justifiey the innocents of mr.leduc and father charlies mcdonald.They surely didnt want to at there trials.Did i miss something along the way,the inquirey is not a trial is it.

you sir are only in denial.there are many cases that went to trial that happened many,many years ago.Some were found guilty and some were found innocent.And everyone involved got there trial heard.than the judge redered his or her dicsions.you claim theres 2 sides but you only belivie 1 side.

AS a citzen and a victim and a witness at this inquirey,do you know what i find odd.Why would the catholic board of education ask or be granted funding at this inquirey and then not defend a past teacher of theres. I never brought any complaints or allegations against the catholic school board. Any opions on this?
