On Saturday 25 October 2008 Perry Dunlop was the honoured recipient of the first Golden Whistle Award.  Hereafter the award will be presented annually “for service to Canada in the pursuit of truth in government.” It is a program of POGG Canada, sponsored by Canadians for Accountability to recognize “whistle blowers” for their Integrity, Courage, and Resolve in the service of Peace, Order and Good Government.

The keynote speaker after the presentation was former PC Ontario MPP, lawyer and judge Garry Guzzo. A healthy and informative  Q & A session followed. 

Sylvia MacEachern accepted the Golden Whistle Award on Perry’s behalf from Harry Weldon (POGG) and Allan Cutler (Canadians for Accountability).  Following a few brief words of her own MacEachern read a statement prepared by Perry (scroll down).

Sylvia MacEachern: 

Before I read Perry’s words, a few quick words of my own.  

First. I must tell you all how very humbled I was when Perry asked if I would  accept this  award, and how privileged I feel to be here on his behalf.  

Second, I want you to know that am honoured, both to be in the company of  “whistleblowers,” and with those who support and see whistleblowers  through the inevitable trials and tribulations that come with the turf.   I have  nothing but the deepest admiration and respect for those who have the  courage of their convictions and feel blessed to be in such company. 

Finally, I commend you, both for honouring the heroes in our midst, and,  –  and here I speak for the thousands  of men women and, yes,  children, world  wide who love and admire Perry Dunlop –  thank you from the bottom of my  heart for choosing a man of such integrity to be the recipient of the first ever  Golden Whistle award.   

What an honour for Perry.  I do believe his heart will skip a beat when he  sees that plaque bearing his name hanging on the wall.  With that, these words from Perry

 Perry’s statement 

Good Morning Ladies and Gentlemen,

I regret not being able to be present with you this morning. Constraints of time, money, physical and emotional energy are keeping me west of the Rocky Mountains for the time being.

I  deeply appreciate that my very dear friend and fellow warrior Sylvia MacEachern has graciously agreed to accept this honour in my stead.

I would like to thank Mr. Allan Cutler, Mr. Harry Weldon and their associates from POGG and Canadians for Accountability for recognizing the need to acknowledge Whistleblowers.   

The price for taking a stand, telling the Truth and protecting our Freedom of Speech can come at an enormous cost.I am living proof of that.

There is no “Reader’s Digest” version of the catastrophic events that have transformed my life over the past 15 years; events that are still evolving as you gather here today.

Despite the spin from talking heads of every ilk, and the 10’s of millions of dollars being spent to coverup the Truth, my story is really quite simple.

In September of 1993 while on duty as a police officer in Cornwall, Ontario, I overheard 2 fellow officers discussing  a payoff to a victim in exchange for his silence.

In essence.....criminal  obstruction of justice.

What has occurred since that fateful day has changed the lives of thousands of people and left me with my eyes wide open. 

Now it is time for others to open theirs.

It is time for Canadians to have a crisis of conscience. It is time to wake up, speak up, and take our country back.

I have learned many valuable lessons on this leg of my journey.I know for a certainty that we no longer have a fair and honourable justice system in Canada. In it’s place we have a sadly broken legal system that has left countless broken lives, promises and bitterness in its wake.

Supreme court Justice Beverley  MacLachlin is on record as saying that,...”..in Canada, access to justice is not a reality”.

I know for a certainty that  unless there is real Truth healing is a myth and that there will never be closure for victims of childhood sexual abuse

Truth with a capital “T”.....the kind of Truth where there is no room for words like “alleged”,  or backroom payoffs, martini hour handshakes  or  golf course deal-making.

I know for certain that in this case the police and the justice system did not and will not tolerate any form of criticism. They fear people who will not acquiesce to their power, bullying, intimidation, coercion, harassment and worse. In fact, they feared the Truth and in my case they called in favours, bent rules, spent millions and created new case law, -  then....  then they sent me to prison for seven and a half months on a contempt of court charge.

I know for certain that most of the mainstream media in Canada is controlled by special interest groups and several of the very institutions Canadians have trusted for years. Free thinking is not allowed and the Truth of what has been and is going on in this country gets spun until it is unrecognizable. Sadly, the news has become tabloid fodder.

I know for a certainty what it has cost me to stand for and defend the Truth and Freedom of Speech in this country. It would take me a lifetime to adequately explain every second of the nightmare I have lived.

Suffice it to say that there are many of you here today who can understand the sense of gut-wrenching betrayal, pain, deceit, disloyalty,  humiliation, anger, disillusionment, depression, loneliness and fear that I have lived through.

My family has been financially crucified by the non-stop vindictive targeting by the police, church and justice system over the past 15 plus years...., and all on the taxpayers dime!

The physical, psychological and emotional toll to me and my loved ones continues to hit home each and every day. It should not have cost this much to protect children.

The fallout has been massive, the cost in human suffering incalculable, and the end is still not in sight. 

We still need support .

I know that I have not travelled this road alone. I have survived and will survive in no small part because of the thousands of victims/survivors, friends, family, supporters and concerned people who know the Truth and want it proclaimed.  

We have one sure-fire weapon in our arsenal that corrupt churches and governments fear the most. It is a weapon that brings light and hope in the face of tyranny.

It is EDUCATION.  Education is key.

Our common objective is to alert adults, and our children - educate them to what has been and is happening within our institutions, especially the church, the justice system and the government. They need to know that they have a voice, a choice.

They need to know that they do not have to follow blindly, that they do not need to be “sheeple.”*

They need to be educated about how the system “really” works.

They need to understand that there is a price to be paid for Truth and Freedom.

They need to know about the real Canadian leaders and heroes....Whistleblowers.

The instrument of success for education is the Internet.

It`s the one medium that all ages can understand and access. It`s the one medium that the government does not yet control.

The internet connects us globally and there is strength, power and freedom in that knowledge.

In closing....

It has been my experience that people everywhere are desperate for Truth. They know that actions speak louder than words.

Our generation and our children are hungry for true mentors.  And I for one do not intend to disappoint them.
