Conspiracy Investigation Witnesses Handed Questions Ahead Of Time - Inquiry

November 21, 2008 — An O.P.P. officer says the force treated a local conspiracy investigation between public institutions like any other case. Joseph Dupuis looked at whether the Cornwall police, local diocese and crown's office conspired to prevent charges from being laid in child sex abuse cases. He testified at the Cornwall Public Inquiry yesterday. Dupuis says the O.P.P. approached the case like any other investigation. However, witnesses involved in the conspiracy investigation were handed interview questions ahead of time. Commissioner Normand Glaude questioned Dupuis about that action. (Hear audio clip below) Ultimately, there were no charges laid in that conspiracy investigation.

THE COMMISSIONER: So is this a normal procedure, to give people questions before they answer? 

MR. DUPUIS: No. 

THE COMMISSIONER: So why did you do that? 

MR. DUPUIS: Just to make them aware of where we're going to, what our purpose was, make them feel comfortable in these interviews.  ]
