Paul Downing     

Former special investigations officer for Ministry of Community Safety and Correctional Services.      

Downing conducted an “administrative review” for the Ministry in response to allegations regarding Cornwall probation officers posted on the projecttruth websites, the first of which was operated by James Bateman, and the second by Dick Nadeau.  Paul Downing testified at the Cornwall Public Inquiry 04 & 05 December 2007.
