Cornwall Public Inquiry

Glaude gets early look at final submissions

Cornwall Standard Freeholder

11 February 2009

Posted By TREVOR PRITCHARD

The commissioner at the Cornwall Public Inquiry will be getting an early glance at final submissions, according to the inquiry's lead commission counsel.

Peter Engelmann said commissioner Normand Glaude will be receiving the parties' written submissions on Feb. 19, four days before they begin delivering oral submissions in public.

"When we get going, it's going to be fast and furious," said Engelmann.

"He's going to get a head start on things."

On Tuesday, the long-running inquiry into historical sexual abuse allegations released an itinerary of how the submissions process will work.

From Feb. 23 until Feb. 26, parties will deliver oral submissions on how institutions responded - or failed to respond - to those allegations.

Feb. 27 will be set aside for Phase 2 submissions. Phase 2 is looking at ways of promoting healing and reconciliation in the community.

Written submissions will be posted on the inquiry's website, www.cornwallinquiry.ca, on Feb. 23. Because they will be lengthy - for some institutions, between 200 and 400 pages, according to Engelmann - they will be accompanied by a 10-page executive summary that sums up the key points.

Most of the parties - but not all - have been given two hours to present their final arguments.

Parties have until Thursday to decline to make submissions, but Engelmann doubted any would be doing so.

Thursday is also the deadline for the public to make written Phase 2 submissions. The process for making those submissions is posted on the inquiry's website.

The province has mandated Glaude's final report be completed by July 31, 2009, and Engelmann said the commissioner would immediately get to work after the week of Feb. 23.

In reality, Glaude's report will likely be finished six to eight weeks before July 31, because of the time it takes to translate the report into French and English and then print off, said Engelmann.

While Engelmann admitted the time-lines were tighter than at other inquires, he was confident Glaude would present a comprehensive report to the province.

"I know that every effort is going to be made to ensure the report covers everything," Engelmann said.

I am still wondering what this inquiry will accomplish, except making the commissioner and the lawyers rich. It still has tainted the reputations of many people who had nothing to do with the abuses that have been brought forward by many witnesses. Hopefully this will make many of the institutions deal with sexual complaints in a different manner and make more co-operation possible between them

.
It is always nice to see your opinion. That is what the Charter of Rights best represents. It permits people like you to blame everyone else while being the poster boy of your accusations.
It is a harsh reality and you can see it clearly on this series of posts, which is what you have difficulty accepting again
