Inquiry: CAS offers "deep regrets" to foster children

The Children's Aid Society offered their “deep regrets” Wednesday to any former foster children who were harmed while in the agency's care.

 

CAS lawyer Michele Allinotte told the Cornwall Public Inquiry the agency's local branch had “shortcomings” but maintained their policies had evolved greatly since the 1960s, 1970s and 1980s.

 

“We acknowledge that the CAS did, at times, fail to respond appropriately to certain matters addressed here at the inquiry,” said Allinotte.

 

Today is the third day of final submissions at the inquiry, which has been examining how institutions responded to allegations of historical sexual abuse.

 

Multiple witnesses testified at the inquiry about the systemic physical, sexual, and emotional abuse they experienced at Cornwall-area group homes and foster homes over the past four decades, as well as problems they had gaining access to their personal records.

 

While some of the CAS's practices in the past were “deeply flawed, even shocking and ignorant,” Allinotte said the inquiry must consider whether its response was appropriate given what society's standards were at the time.

 

“We thought it was reasonable and acceptable to punish children in school by hitting them on the hand with a leather strap,” said Allinotte.

 “As we all know, there were many things done – or not done – in the past that, when we look at them today, seem illogical and primitive.”

CAS in Cornwall is a deplorable association. They take children away with no just cause or investigation. When a worker has received a letter to their supervisor (twice) for unjust harassment and to cease and desist, they forcibly and with malice removed the children with no grounds. All prior investigations were found to have no merit. there has never been any history of abuse. 3 children have not been severely traumatized for no reason or cause. this is not the first time this has happened in Ontario. No these are not my children, however as distant relative I am aware of the facts, and as a Sociologist, I can tell you that the CAS in Ontario needs a severe underhauling and investigation, as there are several pending law suits against them. So don't justify not protecting abused children, when you waste your time on trumped up lies to take children who are well cared for - just because someone has it in for a person

The whole infrastructure in Canada needs restructuring not just social services. The unfortunate thing about trying to achieve this is all the wrong people arr in the right place.Too many do gooders and personal self serving special interest groups.

Just wait I bet dodger, grim reaper will be tearing a strip off of the services in this thread as well. The irony about their posts will be that had CAS operated back then, as they do today, those two would be in better shape.

Yeah well my great niece who had a preemie baby that died in the ambulance and was resesitated, and rushed to cheo in sept - has just now been arrested for child abuse as the baby who is now 8 lb at 5months has healed fractured ribs and the cas worker and the judge have determined this is my nieces fault! because she had a preemie baby at home in the toilet that had some broken ribs and now they have taken her kids. Let me tell you, this is not ended by any means.

2007 niece had baby, emergency c section while she was still awake. Already had 2 other girls at home. This baby rushed to cheo stayed for a month. Last Sept - home delivery, mother and baby almost died - baby rushed to cheo - had CPR in ambulance, was under 2 lbs, extensive medical done on her, home for Christmas. Health worker every week and doc visit to check development. Feb, taken to hospital by mom and grandma for possible cold - dr thought to send her home. Mom found out regulary Dr was there, so had her checked out. Reg DR sent her to CHEO in case she had pneumonia as a precaution. 3 days later, said healed broken ribs and foot - CAS took baby for abuse. Arrived at moms home at 9 pm and took other 3 kids because CAS "thought there might be abuse" - no evidence of any, no complaints by teachers or doctors - now mom is being arrested for abuse. Excuse me, preemie babies have documented frail bones, no sign of any bruising ever since she came home by Dr or Health nurse, ribs already healed, happened during birth. And again for the record, I was born in Cornwall, got out of there as soon as I could and will never ever live there again. But I go home often enough to see these kids and would give my lifeblood that they are not abused.

itinerant the abuse of the system still continues today wether you like it or not that organization has way too much power. They can ruin a family totally destroy it if a worker takes a dislike to you or one of your family members. And yes they back each other no matter how wrong they are. I have allready stated my case so no need to repeat myself to you who have never suffered the abuse of a system or organization that has enormous power. I was never a ward of the CAS however I was a victim of their abusive powers. Don't ever think that you know me so well that you can assumne to know one damn thing about me.

Itinerant, you've got to be kidding, the only thing that has happened regarding the CAS of today as compared to yester-years is that they are better at covering their collective asses, just ask the Provincial Advocate how good he thinks the CAS's are. You know, as time goes by, most people get smarter but Itinerant, you are the exception, is it senility, Alzheimers or Dementia that is your problem?

Who does one contact in Ontario when the CAS has abused their powers? What about the parents who are accused of actions they have not done? What about the children who have been forcibly hauled out of their loving homes on trumped up charges? Who protects them and their family. Please if you can provide any info, would appreciate. I am in Alberta and trying to do what I can from here to help my niece. When a CAS worker has received cease and desist letters from a lawyer and then makes false allegations to protect her butt, there is something very very wrong

The families of children who have been removed from there respective homes by the CAS should have the right to sue CAS as well as have complete access to there files that the CAS has accumulated on them, if the CAS has nothing to hide and have done there jobs professionally then they should not have anything to fear.
