C-14 is the moniker for a man who testified he endured physical and sexual abuse while he was in foster care.  He testified he was sexually abused by Arthur Sypes, a farm hand at the home of Ken Barber, and Frank Rolland, a Montreal man who kept bees on the property of a foster hone in Apple Hill, Ontario
